Create glustolibs-gluster and glustolibs-io directory tree for setup, library
scripts, and docs.

e.g.,

tests/glusto/glustolibs-gluster/setup.py
tests/glusto/glustolibs-gluster/glustolibs/__init__.py   <-- namespace_package
tests/glusto/glustolibs-gluster/glustolibs/gluster       <-- actual package
tests/glusto/glustolibs-gluster/glustolibs/gluster/__init__.py

Add Sphinx and apidoc directory tree and setup for readthedocs.
