So while testing this again, i found out 2 things here:

1) file creations are not completely hanged, it is creating files during ls
from another mount but the file creations are very very slow and it looks like
it is hanged.

2) Even when there are just 40000 (100KB) files, ls is hanged for more than 2
hours and still going on.

So if not the file creation part, then definitely we need to look at why ls is
not listing anything for so long.

based on the above observation, can we change internal whiteboard from 3.2.0
beyond to 3.2.0?
