Description of problem:
If glupy is disabled, BUILD_PYTHON_SITE_PACKAGES variable will be empty and
cliutils will get installed in /gluster/cliutils instead of
/usr/local/lib/python2.7/site-packages or /usr/lib/python2.7/site-packages
directory. 

glustereventsd fails with following error
ImportError: No module named cliutils
