This fix is required to allow tier stacking in future. The fix to handle FOPS
during file migration (upstream BZ 1254428) requires each DHT layer to have its
own distinct DHT xattr. We will now be using the name of the tier subvol in the
graph (minus the volume name to prevent snapshot clone issues) to generate the
xattr-name for each tier layer.
