This issue can present itself many ways, but the cause is the same.

When the root partition runs out of space, users will often reboot the system
as part of the diagnostic process. RHGS seems to leave files empty, or
truncated when this occurs..

Can we be more robust in either recovering from this, perhaps with a shadow
copy of the required files, or checking for 0-byte config files before reading?
