Description of problem:
I updated the config file for enabling ACLs and executed the refresh config to
update all of the nodes in cluster. The refresh failed on the localhost. 

Version-Release number of selected component (if applicable):
nfs-ganesha-2.2.0-9.el7rhgs.x86_64
glusterfs-3.7.4-2.el7.x86_64

How reproducible:
always

Actual results:
# time bash /usr/libexec/ganesha/ganesha-ha.sh --refresh-config /etc/ganesha/
vol2
Refresh-config completed on vm2.
Refresh-config completed on vm3.
Refresh-config completed on vm4.
Error: refresh-config failed on localhost.


Expected results:
refresh-config should fail on localhost, as the localhost is already updated.
