I'm also seeing this same behaviour running a Cygwin environment on a Windows
8.1 server.
My suspicion is that it has to do with virus and on-access scanners.

The "Change" attribute is changing by a little less than 3 seconds between
creation and subsequent tar operations.  The creation is via a copy from one
location to another.

Is it possible to just ignore this attribute and not fail?  This is killing
build pipelines unreasonably :-(

Looking forward to a fix as there is no real workaround for this.
