At the RHGS 3.1 Blocker BZ Status Check meeting on 02 July 2015, development
had indicated that there is a workaround for this issue to be not reproducible,
with Quota in 'ON' state.

The decision was to ask QE to test the issue reproduction with workaround while
Quota is in 'ON state'

If this test run is successful, the issue and the workaround are to be
documented for the RHGS 3.1 release
