hook-scripts: fix S30Samba scripts on systemd systems

/etc/init.d/smb does not exist on systemd systems.
Using "service smb <COMMAND>" is the portable way.
It calls init scripts on sysv systems, and redirects
    to systemctl on systemd systems.
