Tested with glusterfs-server-3.7.5-9, and ran fallowing tests and all tests
passed so marking this bug as verified 

1. Promoting file when application has lock (shared and exclusive) (Result:
Promotion should fail)
2. Demoting file when application has lock (shared and exclusive)(Result:
Demotion should fail)
3. Acquire lock when file is under migration (Result: Migration should fail)
