As I discussed with Avara , this was happinig when quoram check it not there in
snapshot .

Current implementation will not allow if any one of brick is not online 
(bricks are online but glusterd is not running in that node then also we are
considering bricks are offline ). 
So I am closing this bug and please open this bug if it occurs again .
