[Gluster-Maintainers] Release 3.9 should not have any Gluster 4.0 features

Hi guys,

could you make sure to remove/disable any of the unusable 4.0 features
from in the release-3.9 branch? This should be done before 3.9 goes GA.

I noticed that some xlators (at least jbr, dht2) are build and packaged.
Anything that is located under xlators/experimental should probably be
removed. Bug 1364529 is an other example that needs addressing.

Maybe other maintainers are aware of similar things?
