[Gluster-infra] Page listing infra projects

Hi,

After the community meeting organized by Justin and since we start to
accumulate a few big projects for infra, I started a page to recap them,
who handle them, what is the goal, etc.

If something is missing, or is incorrect, please do not hesitate to
modify or complete.

I also started to add Category tags on infra page :

Not sure why they do not appear at the bottom of the pages.
