[Gluster-infra] local dns cache on build.gluster;org

Hi,

following the meeting, i set up a local cache dns on build.gluster.org,
with dnsmasq.
( just setup dnsmasq, a few setting for cache, and changed network
configuration ). 

So let's see if that fix the netbsd builder issues.
